How can I get to World 4 and 7 in the New Super Mario Bros. ?

I’ve done just about anything (even including beating Bowser once and for all on World 8) except going to those two worlds! And even when I tried getting help by checking out the IGN website, I didn’t get it. So, any help? Only intelligent and thorough answers please! Thanks! :)
